Efforts to address climate change at the international and national levels highlight the critical role that economic instruments, markets, and regulatory tools will play.
In this context, the concern for policymakers is how to steer global and local transformations, without compromising development and growth prospects and, along the way, how to manage impacts on competitiveness and leakage in an equitable manner. This session examined the available
instruments and assessed their challenges from a legal, administrative, environmental effectiveness and development perspective.
